If that’s going to be the definition of Veles, then you need to be a master of technology and cybernetic devices in such a world. And that’s why you need Cyberdeck upgrades in The Ascent.
Looting is a big part of this game and you will need to hack into some security systems before you open the rare loots with valuable items. In order to improve your hacking skills, you will need to upgrade your Cyberdeck.

As a rule of thumb for loots, you are going to find a high-tier loot in the same area as the Cybderdeck upgrade is located. So, whenever you get a new Cyberdeck upgrading, keep searching the place as there should be a high-level loot with security encryption as well. Overall, there are three levels of security encryption in the game.
